Frass appears at the exact spot where a larva bored its way into the vine.
The entry hole is usually tiny and easy to overlook, but the frass piles up quickly as the larva feeds.

You can remove the covers once the main moth flight window has passed, usually by mid to late July, and accept some risk in exchange for open pollination.
